মুহম্মদ হিরুজ্জামান এনডিসি, গণপ্রজাতন্ত্রী বাংলাদেশ সরকারের একজন অতিরিক্ত সচিব এবং বর্তমানে জাতীয় গণমাধ্যম ইনস্টিটিউট (নিমকো)-এর মহাপরিচালক পদে ১৯ জুন ২০২৫ তারিখ থেকে নিয়োজিত আছেন। বাংলাদেশ সিভিল সার্ভিসের ১৩শ বিসিএস (প্রশাসন) ক্যাডারের কর্মকর্তা হিসেবে তিনি ১৯৯৪ সালে তাঁর কর্মজীবন শুরু করেন। সুদীর্ঘ কর্মজীবনে তিনি মাঠ প্রশাসন থেকে শুরু করে সরকারের বিভিন্ন মন্ত্রণালয় ও সংস্থায় নিষ্ঠা ও সফলতার সাথে দায়িত্ব পালন করেছেন।  

কর্মজীবন

জনাব হিরুজ্জামান মাঠ প্রশাসনে, নীলফামারী জেলা প্রশাসকের কার্যালয়ে সহকারী কমিশনার হিসেবে তাঁর কর্মজীবনের সূচনা করেন। পরবর্তীতে তিনি কুড়িগ্রামের উলিপুর, রংপুরের তারাগঞ্জ এবং চাঁপাইনবাবগঞ্জের নাচোল উপজেলায় সহকারী কমিশনার (ভূমি) হিসেবে ভূমি ব্যবস্থাপনায় গুরুত্বপূর্ণ ভূমিকা রাখেন। তিনি দিনাজপুর ও পাবনায় প্রথম শ্রেণির ম্যাজিস্ট্রেট, রাজস্ব ডেপুটি কালেক্টর এবং ভূমি অধিগ্রহণ কর্মকর্তা হিসেবেও মূল্যবান অভিজ্ঞতা অর্জন করেন।

তিনি ঠাকুরগাঁও সদর, পীরগঞ্জ এবং নওগাঁর পোরশা উপজেলায় উপজেলা নির্বাহী অফিসার (ইউএনও) এবং ব্রাহ্মণবাড়িয়া ও ঝালকাঠি জেলায় অতিরিক্ত জেলা প্রশাসক (এডিসি) হিসেবে দক্ষতা ও সুনামের সাথে দায়িত্ব পালন করেন। পরবর্তীতে তিনি সরকারের বিভিন্ন গুরুত্বপূর্ণ পদে নিয়োজিত ছিলেন। এর মধ্যে উল্লেখযোগ্য হলো- পরিচালক (প্রশাসন ও অর্থ), জাতীয় প্রতিবন্ধী উন্নয়ন ফাউন্ডেশন; পরিচালক, বিয়াম ফাউন্ডেশন; উপসচিব, পানিসম্পদ মন্ত্রণালয় এবং প্রাথমিক ও গণশিক্ষা মন্ত্রণালয়; যুগ্মসচিব, দুর্যোগ ব্যবস্থাপনা ও ত্রাণ মন্ত্রণালয় এবং কারিগরি ও মাদ্রাসা শিক্ষা বিভাগ; নির্বাহী পরিচালক, বীমা উন্নয়ন ও নিয়ন্ত্রণ কর্তৃপক্ষ (IDRA) এবং অতিরিক্ত সচিব, যুব ও ক্রীড়া মন্ত্রণালয়।  

শিক্ষা ও প্রশিক্ষণ

জনাব হিরুজ্জামান বরিশালের ঐতিহ্যবাহী বিএম কলেজ থেকে বিজ্ঞান বিভাগে উচ্চমাধ্যমিক সম্পন্ন করার পর ঢাকা বিশ্ববিদ্যালয় থেকে ইংরেজি সাহিত্যে স্নাতক (সম্মান) ও স্নাতকোত্তর ডিগ্রি অর্জন করেন। কর্মজীবনে তিনি যুক্তরাজ্যের বেডফোর্ডশায়ার বিশ্ববিদ্যালয় থেকে প্রকল্প ব্যবস্থাপনায় পোস্ট গ্র্যাজুয়েট ডিপ্লোমা এবং মিরপুর ন্যাশনাল ডিফেন্স কলেজ (এনডিসি) থেকে সম্মানজনক ‘ন্যাশনাল ডিফেন্স কোর্স’ সম্পন্ন করেন। এছাড়া তিনি বাংলাদেশ ইউনিভার্সিটি অব প্রফেশনালস (BUP) থেকে সিকিউরিটি অ্যান্ড ডেভেলপমেন্ট বিষয়ে এমএসএস ডিগ্রি লাভ করেন।

 

তিনি দেশে ও বিদেশে উচ্চতর প্রশিক্ষণে অংশগ্রহণ করেন। এর মধ্যে উল্লেখযোগ্য:


	
সিঙ্গাপুরের সিভিল সার্ভিস কলেজ থেকে প্রশাসন ও ব্যবস্থাপনা।
	
থাইল্যান্ড, ভিয়েতনাম, ইন্দোনেশিয়া ও জাপান থেকে পানি সম্পদ ব্যবস্থাপনা।
	
চীনের বেইজিং থেকে দারিদ্র্য বিমোচন।
	
ভারত ও ওমান থেকে জাতীয় নিরাপত্তা ও কৌশলগত বিষয়ে প্রশিক্ষণ।
	
রাশিয়ার মস্কোর সামরিক একাডেমিতে এক্সপোজার ভিজিট।


 

এছাড়াও তিনি শিক্ষা সফরে ফ্রান্স, সুইজারল্যান্ড, ইতালি, নেদারল্যান্ডস, বেলজিয়াম ও জার্মানি ভ্রমণ করেন। তিনি দেশে ও বিদেশের অর্জিত জ্ঞান ও দক্ষতা কর্মক্ষেত্রে প্রয়োগ করতে বদ্ধপরিকর।  

ব্যক্তিগত জীবন

মুহম্মদ হিরুজ্জামান পটুয়াখালী জেলার দশমিনা উপজেলার এক সম্ভ্রান্ত মুসলিম পরিবারে জন্মগ্রহণ করেন। তিনি বিবাহিত এবং তিন পুত্র সন্তানের গর্বিত পিতা।

Muhammad Hiruzzaman ndc is an experienced officer of Bangladesh Civil Service (Administration) cadre. He joined the service in 1994 as a member of 13th BCS batch. Currently, he is serving as the Director General of the National Institute of Mass Communication (NIMC) from 19th June 2025, under the Ministry of Information and Broadcasting.

Work Experience

He began his civil service career as an Assistant Commissioner at the Deputy Commissioner’s office in Nilphamari. Later, he served as Assistant Commissioner (Land) in Ulipur (Kurigram), Taraganj (Rangpur), and Nachole (Chapai Nawabganj), where he played a vital role in land administration. After that he served as First Class Magistrate in Dinajpur and Pabna. He also gained valuable experience working as Revenue Deputy Collector and Land Acquisition Officer.

From 2004 to 2009, Mr. Hiruzzaman served as Upazila Nirbahi Officer (UNO) in Thakurgaon Sadar, Pirganj, and Porsha upazila in Naogaon. He later held key positions as Additional Deputy Commissioner (ADC) in Brahmanbaria and Jhalokathi districts.

Throughout his illustrious career, he held significant posts including Director (Administration and Finance) of the National Foundation for the Development of the Disabled Persons under the Ministry of Social Welfare, Director of BIAM Foundation, and Deputy Secretary in the Ministry of Water Resources and Ministry of Primary and Mass Education. He also served successfully as Joint Secretary in the Ministry of Disaster Management and Relief, and the Technical and Madrasah Education Division, and as Executive Director of the Insurance Development and Regulatory Authority (IDRA). Following his tenure as Additional Secretary in the Ministry of Youth and Sports, he was appointed on deputation as the Director General of NIMC.

Education and Trainning

Mr. Hiruzzaman completed his Higher Secondary education in science from the renowned BM College, Barisal. He obtained his Bachelor's (Honors) and Master's degrees in English Literature from the University of Dhaka. After joining the civil service, he pursued a Postgraduate Diploma in Project Management from the University of Bedfordshire in the United Kingdom and successfully completed the year-long National Defence Course (NDC) from the National Defence College, Mirpur. He also earned an MSS degree in Security and Development from the Bangladesh University of Professionals (BUP).

He participated in numerous high-level training programs both at home and abroad, including:


	
Water Resource Management in Thailand, Vietnam, Indonesia, and Japan
	
Administration and Management at the Civil Service College in Singapore
	
Poverty Alleviation training in Beijing, China
	
National Security and Strategic Issues in India and Oman
	
Exposure visit to the Military Academy in Moscow, Russia


In addition, he took part in educational visits to various important institutions and locations in France, Switzerland, Italy, the Netherlands, Belgium, and Germany. He is committed to apply his educational knowledge and skills in his workplace.

Personal Life

Mr. Hiruzzaman was born into a respected Muslim family in Dashmina upazila of Patuakhali district. He is married and a proud father of three sons.
